Stanly commissioners approve county appointments

Membership decisions were made for two boards

ALBEMARLE — The membership rosters for the Stanly County Board of Adjustment and the Centralina Workforce Development Board have been updated.

At the Stanly County Board of Commissioners meeting on April 7, commissioners were presented with three pending appointments delegated to board approval.

Bailey Cline, the county’s planning and zoning director, addressed the commissioners requesting a Board of Adjustment appointment to fill a term as a replacement member.

Consisting of seven members with two alternates appointed in staggered three-year terms, the board hears cases concerning zoning interpretations, variances, administrative reviews and special uses.

“Michael Williams was appointed to the Board of Adjustment in July of 2025 but has recently been employed by the county and can no longer serve,” Cline said. “Someone will need to be appointed to finish out his term which expires in July of 2028.”

The two volunteer applications belonged to Kevin Brickman, who previously served on both the Planning Board and Board of Adjustment, and Kevin May Jr., who has not served on any boards previously but is employed by the Mecklenburg County Parks and Recreation Department as a senior planner.

Commissioner Bill Lawhon made the nomination for May prior to a unanimous vote in favor of the motion.

“I spoke with Kevin May Jr. a couple months ago,” Lawhon said. “He had applied for a different board, and he’s actively involved in zoning and planning and that type of thing. I was pleased with the conversation I had.”

After the appointment for the Board of Adjustment was confirmed, County Manager Andy Lucas approached the commissioners requesting a pair of appointments for the Centralina Workforce Development Board, which establishes workforce investment policies and local comprehensive development plans for the region.

Stanly County has three members on the twenty-four member board.

Lucas cited a letter from the board seeking the appointment of Kelly Morgan from Charlotte Pipe as the private sector representative and the appointment of Economic Development Commission Director Elizabeth Underwood as the economic development representative.

“He (Morgan) would be taking the spot that’s currently filled by Brett Barbee,” Lucas said. “His term expires on June 30, 2025. Elizabeth would be taking the spot currently filled by Candice Lowder when she was our economic developer…These are two-year terms from July 1 of 2025 concluding on June 30 of 2027.”

Vice Chairman Brandon King made the motion to nominate Morgan and Underwood for their respective positions on the Centralina Workforce Development Board; the vote passed with a 7-0 tally.

The Stanly County Board of Commissioners is set to hold its next regular meeting on April 21 at 6 p.m. inside the Gene McIntyre Meeting Room at Stanly County Commons.
